We take a look at the results published by Statistics South Africa on the KwaZulu-Natal Citizen Satisfactiom Survey (KZN CSS). Details about the survey and the results from the lastest survey can be found below.

Background on the KZN CSS

 The KZN CSS 2018 was done in partnership with the Office of the Premier for KwaZulu-Natal and builds on the partnership developed during the first iteration of this survey, which was conducted in 2015. This report focuses on the perceptions, attitudes and opinions of the citizens of KZN regarding their level of satisfaction with the performance of provincial and local governments, as well as their satisfaction with the various services provided to them by these entities. Additionally, it highlights and rates the most important services as seen by the citizens of the province. These findings, although subjective in nature, are informative for provincial and local governments to understand where they are performing well and where they are performing badly, with the ultimate aim of providing information that will allow the provincial government and its respective local municipalities to better provide and respond to the needs of the people of KZN.

The image below focuses on high level overall levels of satisfaction of citizens in terms of overall performance of the provincial government, as well as the overall level of governance of the provincial government. It also shows the top 3 priorities citizens feel the provincial government should focus on.

Based on the table above 39% of citizens in KwaZulu-Natal are outright dissatisfied in the the overall performance of the provincial government, with 31.9% somewhat satisfied and only 29.1% outright satisfied in the provincial government. Hardly a stamp of approval being given to the provincial government by the citizens staying in the province.

The top 3 priorities citizens of the province feels government should focus on are :Number of citizens rating it as priority is shown next to the priority

Job Creation: 5 002 149
Provision of housing: 1 903 218
Fighting corruption: 1 066 809

The image below provides details regarding citizens satisfaction with the provincial government in selected areas such as the provision of basic education, healthcare, road maintainance, eradicating poverty,  improving food security, community safety and security, government accountability, supporting and enhancing small micro and medium enterprises  (SMME's) and lastly fighting and eradicating fraud and corruption

The majority of KZN citizens feel that the provincial government is doing a good or very good job at providing basic education to children in the province, with 65.5% of citizens saying the provincial government is going a good job. On the opposite end of the spectrum, only 18.9% of KZN citizens believe the provincial government is doing a good or very good job at fighting and eradicating fraud and corruption in the province. Basically the majority of citizens in the province believe the provincial government is corrupt. Not a good story to tell for the provincial government.

Earlier we discussed the levels of satisfaction of citizens with the overall level of performance of the provincial government. Question is how different are the overall levels of satisfaction when level of schooling is brought into the equation? Will higher levels of education see more positive satisfaction ratings than those with no schooling? Chances of this is pretty high as those with higher levels of education will in all likelihood be employed and have access to better services supplied by the provincial government. The image below takes a look at the overall levels of satisfaction based on the level of education of the citizens of KwaZulu-Natal.

As expected, those with higher education had a lower percentage of people outright dissatisfied with the provincial government, and had a higher percentage of people outright satisfied with the provincial government compared to those with no schooling. Even though this is the case across all schooling groups the best the provincial government could muster is 1 in 2.2 people being outright satisfied with the provincial government's performance. In most cases its closer to 1 in 3 people or 1 in 4 people being outright satisfied with the provincial government of KwaZulu-Natal. This leaves a large number of people in KwaZulu-Natal less than outright satisfied in the provincial government.

The image below shows the level of satisfaction per race group.

So lets group together the very dissatisfied and dissatisfied (and call it Total dissatisfied). The summary below shows the level of total dissatisfaction in the provincial government per race group:

  • White: 49%
  • Black African:39.5%
  • Overall KZN: 39%
  • Coloured: 35.4%
  • Indian/Asian: 29.1%
Whites are by far the most dissatisfied with the provincial government, with 49% of whites stating they are dissatisfied in the KwaZulu-Natal provincial government. 39.5% of Black Africans said they are dissatisfied with the provincial government, 35.4% of Coloureds said they are dissatisfied with the provincial government and Indian/Asians seems happiest with the provincial government as only 29.1% said they are dissatisfied with the provincial government.

Doesnt matter how the provincial government looks at these numbers, it is not a good reflection on them, or the services they render to the communities in the province. With large amounts of people being dissatisfied with the overall performance of the provincial government. And even more concerning is the high percentage of citizens who believe the provincial government is not doing enough to deal with corruption and fraud. If this continues one can expect citizens in the province will be less willing to pay their dues in terms of taxes, rates etc as they feel it is being stolen and squandered by corruption officials.
